Morning newspapers increase their readership
The latest Joint National Readership Survey (JNRS), published today, reveals that readership of morning newspapers had increased by more than 36,000 new readers, confirming the on-going popularity of newspapers.
Overall, 86% of adults, aged 15 and over, regularly read any newspaper. Whilst our society is changing and evolving on a continual basis, the vast majority of people, more than 3 million people, look to newspapers as their primary source of news, views ad information, as well as entertainment. The survey contains a wealth of information on readership habits and shows, for example, that 86.4% of workers read a newspaper whilst 76.3% of 3rd level stundents read any Sunday and 92% in rural communities read any newspaper.
'Publishers have made significant investments in improving the newspaper product in recent years - the use of new printing technologies and the inclusion of a diverse range of business and lifestyle supplements and magazines mans the consumer can now enjoy a bigger and better read than ever before,' said Frank Cullen, Co-ordinating Direct of National Newspapers of Ireland.
'Meanwhile, advertisers have a captive and loyal audience of over 3m adults, who have made a conscious decision to purchase a particular newspaper, and to whom they can target their products and services,' concluded Mr Cullen.

Tenders invited for JNRS
The Management Committee of the Joint National Readership Survey (JNRS) has announced that is has invited expressions of interest from research companies who wish to tender for the next survey contract commencing 1 st January 2009.
The JNRS is Ireland’s biggest probability survey, providing media and advertisers with comprehensive information about the readership of newspapers and periodicals as well as lifestyle trends, product data, medium/light television viewing habits and radio listenership. Established in 1972, the survey is regarded as a key customer targeting mechanism.
Companies wishing to tender for the JNRS are invited to submit expressions of interest including credentials to the JNRS management committee by 4th April 2008 C/O IAPI 8 Upper Fitzwilliam Street, Dublin 2.

The Joint National Readership Survey (JNRS) has been in existence since 1972 and is held in high regard by advertisers, agencies and media owners.
The primary purpose of JNRS is to measure average issue readership of Newspapers and Periodicals in the Republic of Ireland. A ‘recency and frequency’ method is to be used and the data to be analysed by standard demographic and special interest groups.
The JNRS is commissioned by a Management Committee comprised of Institute of Advertisers Practioners in Ireland, The Association of Advertisers in Ireland, National Newspapers of Ireland, Periodical Publishers Association of Ireland and Regional Newspapers and Printers Association of Ireland / Mediaforce.
The JNRS Management Committee invites tenders from companies to conduct and report on the next survey commencing January 1 st 2009. The contract will be for a 3-year period with a possible 2-year extension. Current questionnaires and reports will be made available to tendering companies.
Because of the scale and complexity of the undertaking, the importance of having a full and experienced research team in place in the Republic of Ireland at all levels is stressed. The research must comply with the guidelines of the Association of Irish Market Research companies and all relevant ESOMAR guidelines.
The research will be conducted among a representative sample of adults in the Republic of Ireland aged 15 or over in order to produce reliable results with a minimum acceptable margin of error. The use of technology in the collection, analysis and delivery of data should form an integral part of tender proposals. Full auditing procedures must be implemented for data collection, data processing and report production. The most recent statistics for the CSO should be used at all times in estimating population sizes.
Reports based on 12 months rolling data are to be published twice yearly based on January - December and July - June fieldwork. Proposals for publication of reports in both hardcopy and electronic delivery are welcomed. Currently many subscribers receive data via Telmar software system.
The research company shall appoint a senior executive as project manager and he / she will for the most part be in attendance at JNRS Management Committee meetings and be in receipt of minutes.
Contracts to be agreed between the contractor and the JNRS committee must be signed by the set deadline (usually 2 months prior to commencement of fieldwork) in order to be included in fieldwork. The JNRS Management Committee will annually agree an allocation of costs by subscribers to be paid to the contractor in 2 half yearly instalments in January and July. On the basis of signed contracts, responsibility for collection of payments rests with the contractor.
The JNRS Management Committee is seeking expressions of interest and credentials from research companies by 4th April. The committee will then brief a selected number of contractors to submit detailed proposals. Ten copies of the tendering document must reach the committee by 13th June 2008.

The Competition Authority today issued a press release that contains a number of inaccuracies which the JNRS Management Committee (the “Committee”) feels obliged to correct.
The Committee has not entered into any agreement with the Competition Authority.
The Committee has not taken any action further to the Authority’s preliminary assessment. The Committee received an oral summary of this at a meeting in May 2007 but the Authority was unable to produce any evidence to support its assessment. Since then the Committee did not receive any further information from the Authority despite writing to the Authority on four occasions.
The Authority concluded in December 2005 that Metro does not compete against national newspapers (Decision M/05/071 Fortunegreen) and its preliminary assessment contradicts this finding. Since this investigation commenced in May 2006 the Authority has provided no evidence to the Committee of any infringement by it of competition law. The admission criteria of the JNRS were also approved by the Competition Authority in 2002. The Committee is advised that it is clear that it has not infringed competition law.
The Committee also considers that the statement in the Authority’s press release that the Authority has ensured that commuters will continue to receive free newspapers is inaccurate. The Committee and its constituent publications have never acted as a barrier to consumers receiving free newspapers and have always been in favour of free publications.
In this regard the Committee conducted a public consultation in order to include free newspapers in the JNRS in August 2006. This consultation was undertaken in order to facilitate the measurement of the readership of free newspapers and was not related to the Authority’s investigation.
The Committee informed the Authority of the inaccuracies in its press release and is disappointed that its concerns have been ignored. The Committee is also very disappointed that the Authority has issued a press release without informing the Committee of the outcome of its investigation and considers this to be a breach of due process.

JNRS to expand to include ‘frees’
The Joint National Readership Survey (JNRS) Management Committee has adopted amended admission criteria which allow for the inclusion of certain free publications. The Committee decided to adopt the amended criteria following a public consultation and having received expert advice on the issues raised by such a change. To date the JNRS has published readership figures relating to the nationally available paid-for title market. The expansion of the JNRS to include publications on other markets reflects the dramatic transformation the Irish media landscape, like Irish society in general, has undergone in recent years. The JNRS admission criteria continue to be objective, transparent and non-discriminatory. Applicants who wish to be considered for admission from 1 January 2008 must submit applications before 30 October 2007.

To include the ‘frees’?
The Joint National Readership Survey (JNRS) Management Committee seeks views on the possible inclusion of free publications. The Irish media landscape, like Irish society in general, has undergone a dramatic transformation in recent years. Among the changes in the newspaper/magazine markets is the rise in the number of free publications. Their inclusion in the annual survey would necessitate fundamental changes to current methodologies and procedures, especially in relation to:
The inclusion of ‘frees’ would also require the current JNRS admission criteria (copy attached) to be amended. The JNRS Management Committee would welcome views and expressions of interest, especially from those publications that would likely achieve the necessary readership penetration to qualify for membership of the Joint National Readership Survey.

JNRS Geo Directory Transition Edition 2006
New Sampling Procedures:
For over 35 years, The Joint National Readership Survey successfully used the Electoral Register in randomly choosing households for the selection of persons for readership research. However, in 2006, it came to the notice of the Management Committee that continuing use of this source was no longer possible and an alternative was sought.
In recent months, the JNRS Management Committee, together with Lansdowne Market Research, began the process of moving from the Electoral Register to the Geo Directory.
This means that the Random Probability Sampling Frame used to determine JNRS interview locations is now completely different to anything used before.
In broad terms, the Geo Directory - provided in the main by An Post and Ordnance Survey Ireland - is a visual map of the location of residential addresses in Ireland. It is representative of the entire, and constantly changing, Irish population as a whole and is in line with CSO statistics and profiles.
The Geo Directory, which is up-dated regularly, provides the JNRS with the opportunity to reach people who may not, for various reasons, be on the Electoral Register.
As an example, we are now reaching more young people living away from home in rented accommodation.
The growth in immigration, particularly from Eastern Europe and Asia, is well documented. In our 2006/2007 Survey now in the field, the JNRS has introduced new questions to establish people's country of birth, mother tongue and length of time in Ireland.
In this sense, we are currently encountering circa 6% of the Irish population where English is not their first language.
The effects of this on the JNRS are difficult to determine at this time. Further research is needed.
A Word of Caution
The 2006 JNRS Report is the Geo Directory Transition Edition and should be treated as such.
As only about 40% of the households sampled in 2006 were drawn from the Geo Directory, (with 60% coming from the Electoral Register), in our view it is not possible to draw direct comparisons from the new 2006 Report and the previous calendar year Report for 2005.
The JNRS Report of 2006/2007, to be published in August 2007, will be the first based exclusively on Geo Directory sampling points. We should then await the release of the 2007/2008 Report in August 2008 before a return to making like-with-like comparisons.
